'99 XJ Ltd High-Beams Latch On

First: Happy Thanksgiving! I'm thankful for all your feedback/insight.
Next: Here's the dealio w/brief history...
Problem: The H4-9003 High Intensity Headlamp Harness from eAutoworks is installed in my '99 XJ Ltd. Since installation (which was easy), when using marker lamps or head lamps, if the High-Beams are "flashed" then they latch-on and the lamps must be cycled off/on to clear the latched condition.
My Theory: I think the relay cannot de-energize after high beams are flashed due to a few stray volts from the fog lamp circuit. [A few band-aid solutions were attempted to remedy the problem but none were the robust solution I need. There has to be a better way.]
History: The factory fog lamp switch would fail periodically over the life of my Cherokee (since new). I'm sure it's due to a circuit design defect but never really wanted to get into it until now. I patiently replaced it each time it happened (approx. once per year). It's become less of an issue by-itself since I beefed-up the spring force to the contacts of the fog lamp switch using the spring from a ball-point pen.
Questions: (1.) Is there a simple solution or wiring change that will resolve the condition? (2.) Does anyone know of an modification/improvement or product bulletin providing details associated with the factory fog lamp circuit?

Your theory is correct. I had the same issue when I installed my harness and new headlights. There is constant voltage going to the fog lights, even though my fog light switch was bad and neither of my fog lights had worked for years. My fix was to take out the fog light relay. I would like to have those fog lights back one day but I haven't had the time to research a permanent fix, but for now having the ability to turn the high beams off without cutting the headlights off is a little more important.

Good to know I'm not alone in this. It means there are more out there and some may even have a solution. Come on don't keep it a secret - even if you only have a piece of the puzzle!
