91 overheating

91 overheating
First off I would like to say thanks for all the great info over the years. You guys are great.
With that being said i am my wits end with my 91 cherokee that over heats going down the trail. Our average trail speed is 20-25 mph. The jeep is in second gear in 2wd most of the time. It doesn't matter if the A/C is on or not. It does takes longer to over heat with the A/C off. When I say over heat it is 240ish. I know they run at 210 all day long.
I have replaced the water pump, thermostat, temp sending unit in the back of the head, and radiator cap. I have installed a ZJ fan clutch and a quality 2 row big tube radiator. The electric fan works properly.
One thing I have noticed is that even at 240 it never sounds like the radiator is boiling when it gets shut off. Another thing that I have noticed is that the fuel gauge never reads full. Could the dash cluster be going bad? Should I install a mechanical gauge on the thermostat housing?
I have searched and searched. Any help is greatly appreciated.

Seems like a mechanical gauge would validate if the stock one was accurate or not... A suggestion would be to look into hood vents/louvers... allowing the heat to escape better may be a big help for you...
