If you are unsure at all on this subject, then go with the 31s.

Every rig is different, so its almost necessary to stick on the 33s and see what needs to be cut at that height. Almost trial and error unless you know what your doing.
He said he don't want to cut anything so I'd go 31's!

if it rubs and you dont want to cut then add bump stops, its the only way.

Very true. Mine rubbed with 31's and 3in lift. It depends on the 31's too. Some 31's are a lot bigger than the wall says. Mine rubbed and I didn't even wheel it yet. Had to trim to get it out of my drive way.

If you're not going to trim the fenders just stick with good street tires. Street jeeps don't need 31s or more and don't need aggressive tread.

Default 3" with 31" tires and 31" 4.5"

I was running 31" tires on a 3" lift and the only time it rubbed was when i hit a hard bump and turning at the same time (rubbed the back of lower fenders). Then i added a 1.5" spacer and this fixed the problem. Its hard to tell how much lift the 1.5" spacer did but out driving around and hitting bumps and turning you can tell.
top pic has 3" lift.

I rub with 3" and 31's with trimming. Stock bump stops.

Yeah my 89 rubbed really bad with 31 baja claws on a 3 inch lift. The rear mainly, but I cut the front enough to where they wouldnt rub. You should look around at people who have tried to retain stock looks while trimming your fenders, it can easily be done. I cut my front fenders a good 2 inches higher, then switched the sides the flares came off of and then cut them to fit and screwed the factory fenders back on. Looks great imo...

31 for a 3 inch lift is most common, but for myself im wanting to try 32 or 33 but to do that ima have to do alot of fender trimming and i still wont have all that much flex.

overall go with 31's

I believe you were asking for pictures of my fenders after being cut, the fronts have been cut but I left the rear fenders alone. I have seen a lot of the make many cuts then hammer them back methods, but that only gives you like another inch of fender clearance so instead of cutting the rear I got 2.5 inch lift shackles to lift the rear and give me the clearance I needed to fully stuff a 31" tire. I am running 3 inches of lift in the front and 5.5 in the rear, the rear looks a little bit taller but not by much, you have to look for it to notice it. I just used a box cutting knife to cut my factory fenders, if you leave them in the sun for a half hour before cutting them they cut like butter. Make sure to switch the sides they came off of tho, otherwise you cant cut them to fit.
