2 questions at different ends of the spectrum,

1. I've owned quite a few 4x4s over my life and am sad I don't know this, are there any companies that make either XJ specific or universal overhead switch panels?

2. I have a 4 inch lift on the old girl with 33's, I think its time for at least a locker in the back, what's the best bang for my buck?

Best bang for your buck in the rear is to weld the spider gears. Cheap and efficient. Or a lunchbox locker.

I have the Limited trim level, which came with a long overhead console. It doesn't have switch panels, but it does have a sunglass holder and a garage door opener compartment, neither of which I use. Since those panels are not hard to get out to work with, I was thinking of putting some switches there. It's really the perfect unused space for them.

You can find those overhead consoles in junk yards fairly often, and people also sell them complete with wiring harness and mounting bracket on eBay and on the board here. If you're handy with a Dremel, it shouldn't be difficult at all to put some switches on it.

Here is what I used for more switch's, if needed I still can add 2 more per pod. I wanted the switch's to be easy to see and reach as they control 4 different sets of lights. It was important to me not to have to take my eyes off the trail to control them. They are not marked yet in this photo as to what they control, they are now but I know without looking now and right off of the steering wheel.

If you want a switch panel the best ones come from "Painless" wiring you can find them in the Summit and Jegs catalogs. I use them in my race cars and SS Street car of my wife's. A bit pricy but excellent quality all the way.

The cheapest locker I would consider for the rear would be the Lokar brand.

If you have some fab skills and time you can build a switch box out of plastic or any thin metal you can bend by hand.
