I just bought an xj that has 15x14 rims on it. I’m wondering how bad this is for the steering components and suspension and how quickly I should be trying to replace them.

That depends on your tires. My rule of thumb is that the rim needs to be the same width as the tire tread. Looks like they might be a little wide for those swampers, but maybe not for a 15 or 15.5" tire like a Bogger
At a the minimum I like to keep tire width at least 2" wider than wheel width so for 14" wide wheels that means at least 16" wide tires. I am running 12.5" wide tires on 8" wide wheels.
Not really sure. I’m in New York, I couldn’t find anything about its legality online. Either way I’m gonna be swapping out the rims for 15x8 -19 which should bring the stance way in.
Its not actually a matter of how wide the wheels are. What matters is how far they stick out past the widest part of the body like the fender or fender flare. It can definitely be hard to find the laws that dictate things like that.

Good choice. Your axle u-joints and wheel bearings will last a lot longer too.
Wheels like that will put a tremendous amount of stress on wheel bearings, ball joints, steering components, etc. They do look cool but the price you pay is accelerated wear and reduced gas mileage. Kinda reminds me of the Iceland Arctic Trucks.
