Default why gears feel out. Need help?

I meant my gears feel out in the title.( sorry sleepy at work)

I'm in the process of freshening up a 99 8.25 i pulled at a jy to swap into my 97.(d 35 )

while was busting some rust and preparing for paint the two gears that are held in place by the center pin feel out .

I got them back in and yes I now put the center pin back in. My question is does it matter which one goes on top or bottom. Are they both the same. I know they have a small washer type type part on the carrier surface lip.

just wanted to make sure I wont have any issues down the road.
