well the 97 and ups are nicer and they usually have lower miles and have the newer body shape but to be completely honest that guy did all of the stuff himself and for you to get something like that it would cost you alot of money

From the looks of it, it's pre-97. Probably 95 or 96. as for the "black part above the bumper" its just sheet metal bolted on for extra protection.
Cost wise, it would cost a good bit, especially if you cannot weld or have and fabrication experience.
as for a ballpark estimate on somethings:
6.5" long arm lift~ $1400 (You can get it cheaper I'm throwing a number between low and high end price ranges)
SYE and Driveshaft ~ $400
Beadlocks with 35" swampers ~ $1300-1500
(Can't tell what seat that is) average cost for front and rear that are like that ~ $600
Bumpers can range from ~ $250-2000 bought (front and rear)
Roll-Cage (Having it done by someone) ~ $1000
Of course, whatever you pay for the Jeep.
Many other upgrades and parts are involved but this is just the basics of what you'd need. Also, add a couple thousand if someone else is doing it in labor, because it is an involved project.

i would say take it slow and do it yourself and make it look like that it makes you alot happier when you build your own stuff and do it your self since i started my jeep from stratch i learned how to weld pull apart engine and so one just do it right but

Long arm kit is worth it at 6.5". You have to remember as well, when you do a full lift you are replacing a great majority if not all of your old suspension with new parts. The suspension is a huge piece of the jeep as a whole.
