Do $$$ include tires? How big do you want? What type of wheeling to be done? How much trimming you willing to do? For me Tires determine lift.
Budget = Maintenance+Tires+Lift, in THAT order.

Stay away from all blocks. They just don't work well.

Instead go with shakles. I'm getting a 2" boost for 110$, used, from the classifieds here.

I'm just gonna use some parts to end up at 5"

With 31" tire you can do as little as 2".. I'd go with 3-3.5" Kit I would assemble or look for would include, easy to do UNDER $100:
Front coils and Rear Springs - NOT AAL or BLOCK, would consider rear leaf pack/shackle combo or bastard pack
Shocks (lifted or from JK)
Trackbar - Adjustable
Lower control arms - Adjustable
Swaybar extenders/disconnects
Rear Brake Line.

For UNDER 100 bucks you would have to assemble that kit out of popsicle sticks, and used ones at that...

unless you get them for free, shocks are at least $80; I think under $200 is possible though.

Meant $1000.
And yes, you can do 3" for less than $200, but it will not be correct it will just be higher. I refuse to to anything half-assed. Springs alone would cost $300 dollars, LCA 150+, trackbar 150+, sye $250, shocks $300-400.....

This is why I only have 3" lift installed on my XJ, had 6" when I bought it. I do have parts to add 2.5" of functional lift, including bigger tires and gears. But because I am missing a couple parts to do it RIGHT, I wont go any further yet.
