What do I do now?
Take the parts you want off of it, sell what you don't want. If you got it for cheap I would have no problems taking the good stuff and selling the rest to recoup some of what or paid or even wind up on the positive side.

The engine compartment wiring looks a mess. Potential electrical issues?
Like you mentioned to drive it on public roads, insurance, license tags and depending on where you live might even have to pass an emissions test.
If you have the time, tools, motivation and money get it going as a trailer'd off road Jeep until it blows or rolls. Then sell or part it out.

The rust is worse than I thought, the leaf springs were a bear to get off. I believe I'll take all the parts off and scrap the body unless someone wants a really cheap body with a title.
