Right there's states anything that effects volume of exhaust flow even changing post converter pipe diameters is illegal.

again, it refers to changing before the converters.

hence why most 50state LEGAL exhaust systems are "Cat-back".

modifying exhaust after the converter does not tamper with emissions, and is thereby LEGAL.

It clearly states there that tampering with the length or diameter of an exhaust system affects backpressure which can affect a converters performance therefore rendering it illegal.

yes, backpressure BEFORE the converter.

you are interpreting the law wrong, its not very difficult to understand.

where do you see anything referring to replacing exhaust after the emissions system?
