Tire Coverage Laws
I've been thinking about goin flareless when I get my lift and tires but don't know if its illegal where I live. Does anyone know if VA has tire coverage laws or how I can find out?

You can always check the vehicle code for your state, its usually available to view online through the DMV or state legislature web sites. That being said, reading and finding codes can be painful and it might be easier to ask a lawyer or cop friend you might know. I checked out the Virginia Vehicle code online, and this was all i could find regarding fenders/flaps:
§ 46.2-1083. Rear fenders, flaps, or guards required for certain motor vehicles:
No person shall operate on a highway any motor vehicle or combination of vehicles having a licensed gross weight in excess of 40,000 pounds unless the motor vehicle or combination of vehicles is equipped with rear fenders, flaps, or guards of sufficient size to substantially prevent the projection of rocks, dirt, water, or other substances to the rear. Vehicles used exclusively for hauling logs and tractor trucks shall be exempt from the provisions of this section.
(Code 1950, § 46-294.1; 1954, c. 403; 1958, c. 541, § 46.1-290; 1960, c. 120; 1981, c. 304; 1989, c. 727.)
I'll take a wild guess and say your Cherokee isn't at 40,000lbs. so you should be fine.

I'm no legal expert, so the safest bet would be to ask someone in your area with some vehicle code knowledge like a cop or lawyer if you know one.

If you have big tires sticking way out don't be surprised when you have to pay to replace the windshield of the car behind you when a rock that was stuck in there from wheelin fly's out. Hell I have stock sized tires with a somewhat aggresive tread and when i go from dirt back to the pavement I can hear all kinds of stuff fly out of the tread and smack the inside of the fenders.

But G_P makes a good point, even if its not required to have flares or flaps you run the chance of throwing whatever's in the road into the car behind you, but i still wouldn't worry too much about it. i'm thinking of going flareless too after my lift and tires

You should be fine in VA. I searched the laws about it before I got my wheels and tires and couldn't find anything about tire coverage. I've also seen plenty of people driving around on the street flareless with wide tires.

When the person with the broken windshield gives the police the plate number of the car that kicked up the rock and it turns out to have big tires sticking way out of the fenders then its gonna be a pretty cut and dried case.
at least its that way here. IF a dump truck or other commercial vehicle at least kicks up a rock and damages your car if you give the police the plate number and if the truck does not have proper fenders or mudflaps they have to pay to repair your car.
