Are you looking mainly for the tire carrier or are you set on a new rear bumper too? if you mainly want the carrier look into Detours Tailbone set up. It's a great product.
Otherwise, if it's the whole setup you want, JCR or Hudfab.

I got one in 2008. What had me sold was the extended coverage over the quarter panels and the carrier being out on the end instead of on top with the hinge/barrel over the tail light on one side.
After 4 years of having it, my issues have been hitting the carrier and the handle that holds it onto the bumper on the ground kind of a lot. It also recently had to be rewelded on recently, as I dug the carrier so hard into the ground that it was supporting a lot of the Jeep's weight and cracked it off soon after.
That being said, it is a solid bumper and is really well made.
