You most likely wont get a good response unless you give some better info.
Different states have different ORV rules..

Internet search is your friend...found this in one minute and I live in Pa.

OHV Operation Requirements
SPEED, TURNING, RECKLESS DRIVING
You may not drive a motor vehicle in a manner that endangers the safety of other persons or their property (CVC 38305, 38314, 38316a, 38317).

PRIMA FACIE SPEED LIMIT
No motor vehicle shall exceed 15 mph within 50 feet of any campground, campsite, or concentration of people or animals (CVC 38310).
SUSPENDED DRIVING PRIVILEGE
A driver’s license is not necessary to operate an OHV in most areas. However, if your driving privilege is suspended in California, you may not operate an OHV on California public lands [CVC 14601.1(e)].
This is only a partial list of regulations pertaining to OHV’s. For a complete listing, see Division 16.5 of the California Vehicle Code available at DMV offices and at http://www.leginfo.ca.gov/calaw.html.

Looks like it depends on the area, but at least this sould be a good starting point for what you seek.

Yeah I think the licensing rules for a street vehicle are the same as for on the street when at a State Park. Now if you are in a PRIVATE park, private land or in the national Forrest, go for it.

at Calico the rangers told me if the driver is under aged and not licensed they can't operate the vehicle(Jeep) in the camping areas. in the open ORV area they can if a licenesed driver is in a position to take control of the vehicle if needed, they also did state the suspended license law. (suspended license no driving. period.)

Yea thanks for alll the imput.... I have a permit and legally have to have and adult in the cherokee but when I offroad I was wondering if it was legal or not to tow the cherokee with our other jeep to the desert and take them on a run with me following my father in his jeep in ohv area...... I've looked arround and found out that a green sticker, red sticker and onhighway lisenced vehicle is considerd ohv in ohv area and that it would be legal if I was above 14 with stop light seat belt ext...... But its not clear that lisenced vehical has the same age limit as the green or red sticker vehicle
