While running wild through a local junkyard I found an old cherokee ('91 I believe) and it appeared to have D-ring tabs that were stock?
I'm not sure if its a factory option, but I highly doubt it. Jeep can do better than that. Most of us on here can do better than that.
I wouldn't trust that to pull on, not even once. I'd leave it right where it is, in the junkyard.

I have a '99 so it wouldn't swap anyways, just wondering if that was stock? It isn't welded to the bumper, it is attached to a bar inside the bumper, and the bar is mounted to the sub frame, the d-ring tabs just come through holes that are in the bumper

Those were definitely done by somebody and not factory. See how there's a cracking in the frame rail behind the back bolt? That's why the stock bumper mind aren't strong enough for recovery.
And yes it would bolt to your 99. Bumper designs never changed.

Really? And I know the stock bumper is too weak, just thought it was kinda cool, I found that while in search of factory tow hooks+brackets
