Steel wheels painted or powder coated?

Steel wheels painted or powder coated?
Ok, my son wants black rims on his XJ. He can buy a 15" steel cragar wheel and similar for ~$50 @ Discount Tire. Does anyone know if these new wheels are painted or powder coated? We're in the snow belt and we love putting salt on the roads in the winter time so I am thinking a powder coated wheel would be more durable to reduce chipping which in turn would make it susceptable to rusting. His options are:
Plan A: Buy a new set of wheels for ~$50 each (if they are powder coated).
Plan B: Get his spare set of slightly rusted steel wheels blasted and powder coated.
Any and all input would be greatly appreciated.

the only black wheels i can think of that come powder coated and not painted are the black mickey thompson classic II"s, and they're aluminum so no worries with rust. There are probably others, but most i think of are painted not powder coated.
