Default Spongy brake pedal

Hi everyone, never posted on here before but can use a little help. I was wheelin my Cherokee the other day, all of a sudden I lose my brake pedal. The jeep still stopped, but the pedal goes to the floor. Got it back to the shop, checked everything out, no leaks, adjusted the rear shoes, pulled the calipers, everything looked good. Thought for sure it had to be the master. Changed the master, same exact thing. Bled the hell out of it, still nothing. It's weird because you step on the brakes, there's a pedal, then it fades, then there's a pedal again. Has anyone ever had a problem with the HCU or proportioning valve??

It would be helpful to know what year, which jeep model, etc.

A bad brake booster can act like that.
