Indeed you can shift into 4H at any speed, and it is better to do so so that the gear teeth are lined up. 4L can be entered at no higher than 2 or 3 MPH. It requires the same movement to engage propery, but with the reduction from the planetary gears it's nearly impossible to do any faster (this would be like trying to shift your 5-speed transmission from 4th to 2nd without any synchros at all)
If you need to change modes in the transfer case at a stand still, make sure your transmission is in neutral. The reason for this is that when stopped in an automatic, the transmission is still applying torque to the entire driveline, but your brakes are overpowering it. If the gears in the transfer case let go during a shift, like when you pass Neutral to get to 4L, the front half of the box starts spinning at idle RPM while the outputs are still locked by the brakes. Grind city - no bueno

Quit back pedling. Plain and simple, its not safe, nor is it legal.
I could have just deleted your posts about illegal actions, but I figured I'd just let you keep hanging yourself.

I was wondering when you were going to catch up on that, but you know, whatever and stuff.

100+ in and out several times.
Dry lake bed. - Stock height with suspension work and speed rated tires.
Since the front driveshaft is spinning all the time while your moving on this model, you can safely go into either full time or part time high at any speed.
Low- Im usually moving but put the trans in neutral.
