serpantine belt

ok so i had to replace my water pump a few weeks back and ever since then i havent been able to tighten my serpantine belt as it should be so its making an annoying sound any tips

The bolt in the center of the 4.0 idler needs to be loose before tightening the adjusting bolt visible from the top of the motor near the ps pump. Both are 15 mm.
