For years my XJ has run rock solid at around the 195 spot, a few years ago I noticed that in traffic and slow driving it climbs up to 220 or so. I have never overheated, maybe because I either get moving or turn on the AC to get the elect fan moving or it just doesn't get that high.
I have tried thermostats down to 160 and it runs at the tstat temp but again in traffic or lots of stopping slowly climbs. I have flushed the system and even added water wetter and no better. Replaced both the gage and fan sensors. I have even tried washing the engine block to remove escess oil sludge build-up from almost 250k miles and nada. The water pump is fairly new and the fan clutch seems to be OK. Any ideas?
I thought that maybe the aux fan was turning on too late but I changed the sensor and no diference.

take that manual clutch fan off and get a electric fan on then have two elect fans it will run alot cooler...my 94 does the same thing it dont hurt it unless it climbs up to the red marks the 4.0's run hot anyway you can lift the rear of your hood up with some longer bolts and add washers to pick it up a inch i did this and cut to 4 inch by 8 inch holes in my hood right above the fans and it runs 210 all day long never gets hot

"Fan clutch seems ok"? Did you test it? How? From what i've read on this forum, the fan clutch is the favorite for overheating only at idle or in slow stop 'n go traffic.
**Now just my opinion here.. if you have a 160 thermostat in there, you might as well not even have one.. Once the engine reaches 200+ your 160 stat is going to be wide open, yes? The coolant won't remain in the radiator long enough to cool down, but maybe at hiway speed it cools enough to look good at the gauge. Just my 2 cents
