I recently removed my headliner and I've bought a replacement roll for it. I cleaned off the old foam from the backing but there is still dust left on it. I want to clean that off before spraying adhesive down and attaching the new liner. What chemical should I use to wipe this thing down? I've got acetone, will that work?
No. Just clean the foam really good and use compressed air to blow the dust off.
U don't want to soften up the backing board with liquids.
My uncle works in upholstery shop and helped me do my headliner, that's what he told me to do.

I used a stiff bristle brush and a little elbow grease to loosen the old foam from the backer board. Some foam came right off and some foam needed more effort. Obviously the smoother the better so take your time with this step.

I used a broom on a windy day and a couple cans of the best 3m spray to hold it up. 3m products are great. I bought the headliner at Joanne's (a fabric shop). Don't overkill it, it's going to be a little fuzzy if I remember correctly.
