Quick Front Shock question

So, my mechanic just said i need new shocks to pass PA inspection. I have a stock 99XJ, but plan on eventually adding a 3.5" lift......just not now. To pass inspection as cheap as possible, i found a guy selling a lightly used set of 2" RE shocks for MEGA cheap.
My question is this; can i use a 2" shock with a stock EVEYTHING else? Would there be any issue i would have if i only replaced the front with 2" shocks, but the rear was still at stock shock height?
Either way, i'm going to do it myself since it's an easy fix.....and their quote was crazy high.

What you wanna watch out for is them bottoming out. Either extend the bumpstops or try not to slam the speed bumps. 2 inches is not going to be enough for a 3.5" lift if you ever plan on trying to get any flex out of it.
