I've sometimes had good luck spraying a good penetrating oil on bleeders once or twice a day for several days. Also a little heat might help, though you have to be careful just to heat up the bleeder and not damage rubber parts. (Heat and cool it a few times.)

Air chisel with a blunt tip to the area near the bleeder. Short, quick bursts. 6 point box end wrench on the bleeder. Should crack right open.
