Pro comp lift kit vs shackle and puck
So I am looking into getting a lift put on my 1991 jeep Cherokee. I am very limited on budget. I have some one looking into them for me. He says a shackle and puck with some good shocks would be cheap and easy and would be a pretty good ride. That would cost $400 and something at his cost. Or he can get me a pro comp 3" lift kit at his cost for about $505. I am wanting to know what everyone's thoughts are on these 2 lifts and which one has worked better for people.

If your budget is really of concern then go with the 2" spacer and shackle. You could probably find it cheaper than $400.
IMO I think a budget boost lift (spacer and shackle) is a great way to start getting into modding your jeep. It's cheap and easy, you can run slightly bigger tires, and then start saving for bigger and better things.

$400 for a bb is crazy. Here is the same thing for $80.

For a very good 3" lift kit with new full leafs, coils, shocks, hardware both American made with all included $438 Rustys Off Road you may need an adj. track bar and a transfer case drop kit both cheap and needed with any lift kit.
This is a very good kit I have ran it for over 3 yrs. and still zero sag and a good ride also not like some of the kits. Just make sure you order the right set of coils for your app that is if you plan on adding a winch/bumper they have heaver springs for that or the std. set both same cost.

A 3" spacer/shackle lift would be for looks only in my opinion. At 3" you really need control arms, springs, full leaf packs (since yours are probably shot) if you are looking to wheel it. I would hold off till you get more $$ for a nice complete kit or try and piece one together using used parts. Or even better:

Shocks will not make up for a crap lift or suspension period, only if they have a good quality set of coils and leafs to work with will your money be well spent on them.
I ran on a set of shocks supplied with my lift kit till I could afford a good set of Bilstein Shocks for mine. All the shocks that come with kits are cheaper white body shocks about all of them but they ok.
