Primer before or after frame stiffener install?

Primer before or after frame stiffener install?
Hey all, I am about to have a fab shop throw some Iron Rock Offroad frame stiffeners on my XJ, and I am curious what everyone thinks about putting primer on where they are doing the work before they do the install or after? I will be applying Herculiner to the under body after they do the install. Let me know what you think
