Prime before Bedliner?

Prime before Bedliner?
I am about to paint the lower panels on my doors with some Rustoleum Bedliner (Spray Paint).
Do you guys prefer to paint on a good sanded surface? Or sand then use a primer and throw the bedliner on that?
Any insight would be appreciated.

I have to bed line my fenders soon. I plan on sanding and priming, and then using the roll-on bed liner. I was considering the spray, but if it's on an area that's used a lot, it'll chip. If you're going to do it, might as well do it right, right?
