Lots of people mount them there, including me, with no problems.

The rad will be fine but dont drill into it if you have the metal bumper. Ive had them on for about 7 months and I want to get a light bar on top but now I have two Big holes in my bumper and they are starting to rust...fml

Try sanding or wire brushing the rust and spray it with some clear paint.

This'll how it look, no cooling issues, however if you don't have some kind of aftermarket bumper they wont fit if they're not slim lights

I traded some guy my emt roof rack for the steel bumper made out of c channel and sheet metal and I'm building a stinger on it that will be for looks and to protect my lights it's pretty deep about 6 in wide were the lights will be mounted.

This is how I just mounted mine. I trimmed the grill out and set them back into it.
