Default Idling

When I'm driving my 96 grand Cherokee it seems to idel really low while I'm on the break until I actually stop then it goes back up. It seems to me that it almost wants to stall I'm wondering if anyone has had this problem and if it would possibly be the idel air control valve

Could be the IAC as you stated or the throttle position sensor. Other thing to check would be fuel pressure. Could be check ball valve, though if it was that your jeep would sometimes take a long time turning over before it would start.
