By using the word "up to" you can claim anything even though it is a sham. If you get an increase of 0.0000001% MPG then it is still legit wording and chances are they'll never refund your money lol.

The resistor sparked my curiosity so I looked online and some people say they have gotten somewhat good results with them- Then again people also those tornado things that are supposed to create a "syphon" of air work too- I remember reading a study that showed they made mpg and power worse by 7% in popular science. But people still swear by them.
