high idle after tb install

I got a new TB that has been bored to 60mm below the butterfly.
So I took off the map sensor, iac and tps off the original TB and put them on the one.
I had given the IAC a good clean.
Put it all together....now when driving... it takes a while for the revs to come down when driving. Sitting at a red light it is fine...but coasting down a hill it is reving higher than normal...it was perfect before.
I checked for vacuum leaks...all good.
Im guessing it is the IAC? I dont get it cause the IAC is new, bout 10 months old??
