Id say its ok.
Hes asking $1200 obo, so hes already willing to negotiate down.
That means he wants about $1000 so try $800. I wouldnt go over $1000 with the 246k.
If its in good shape other what he stated that he KNOWS it needs..

I thought the price was a little steep, this would be for my brother. I got mine for 1100 with 170,000 miles but it had a lot of rust problems (The cancer is gone now!) so I guess this would depend on the rust.
