The filter is part of the pump and sending unit. And it's inside the tank. Unlike the 96 and older which you can get to without dropping the tank it's mounted on the top so you have to drop the tank.

If you have a 1999 Laredo you have a Grand Cherokee. Your WJ is a completely different vehicle from a Cherokee XJ, which is two generations removed with a Grand Cherokee ZJ in between. 1992 was the last year for Laredo in Cherokees.
Looking at part's sites I'm not sure if the WJ has an inline filter or not, as both inline style and in-tank strainers are listed.
Try asking in the Grand Cherokee forum section, or look underneath your Jeep. If you have one it'd look like this
