Default electric/ auxiliary fan not turning on

The auxiliary fan in my 96 jeep Cherokee is not turning on whether I have the ad running or not. I tested the motor and its still good... Is there a way to troubleshoot it? I may replace the fuse next unless I get another idea... If there is no refrigerant in the AC pipes will the fan not kick on?

Not sure about a 96, but according to the FSM, 01's electric fan only kicks on once the temp reaches 223 degrees and kicks off at 217.

On mine, if I pull the connector off the t-stat housing the fan will run - regardless of AC refrigerant. This will set a code that but not cause the check-engine light to turn on.

Other than that - start with fuses & the relay.

All model years prior to 2000 will run the aux fan as soon as AC is requested (any time the compressor clutch is engaged really)

You'll need to make sure the fuse and relay are good. You'll find them lurking in the Power Distribution Center by the passenger fender. Positions should be called out on the sticker under the lid

Sorry, should have added:
Or if the a/c is turned on and is working properly. If it's low on refrigerant it won't kick on the electric fan.
