Default E22 recall question

I just purchased a 96 cherokee sport a few months ago. I requested a build sheet from jeep and they notified me of an E22 recall that had not been taken care of. I called my dealer and he said the E22 recall was to reprogram the pcm and check my catalytic converter so I set up an appointment. I then went and looked at my exhaust and I have no catalytic converter. Looks like someone welded a piece of straight pipe in with an O2 sensor in it. I know it is illegal to run without a catalytic converter so I need to get one as soon as I can. My question is should I let the dealer reprogram the pcm and put a catalytic converter on later when I have the money or should I have a new catalytic converter put on first?

They wont do anything until you get the converter on.

Depends on where you are. Are you in an emissions testing area? If not, why worry about it? You would only have a problem w/ legality issues if you were required to "smog" the vehicle and this depends on where you live.

Now, I don't particularly want to be trounced on by the environmentalists. Everything, I own w/ the exception of an 85 Bronco, that hasn't been started since early spring, has the complete exhaust system including the cat.

With that being said, I don't believe that this one Jeep will be the end of the world as we know it.

BTW I remember when this update was done to mine, I didn't notice any change at all.
