why does the flag have to be mounted up toward the front?

Dune Safety
Safety is a significant issue at the Silver Lake Sand Dunes. All vehicles entering the dunes must have mounted to their front bumper a 10-foot mast holding an international orange flag.

two words to mount it duct tape... just tape it to the bumper jk... i have seen them mounted in the front with a front hitch and a extension with a hole in it
