this is NOT mold. its clearcoat starting to peal off. its not going to rub out. you will have to get the rim sand blasted to remove all the clearcoat then repaint or reclear it. this type of clearcoat pealing looks like this because the wheel is a machine style appearence with clear over top of it.
i restore alum rims as a hobby.

poeple who have no clue should really not comment. giving wrong info is not good for anyone.

I ran 30's on my stock height before I put my lift on, I did have backspaced rims and it did rub the inner fenderwells but nothing a box cutter and a hammer can't fix! Haha
