CB radios operate on the AM band and military along with public safety, etc. generally operate on FM or higher like the 800mhz and now 900mhz bands. The antennas are generally incompatible. The first time you transmit, you'll blow the final RFs out of the radio and end up with a paperweight.
It may be possible to tune an incompatible antenna to work, but it would take some work by someone well versed in communications and possibly some sort of add on tuning device of some kind which would likely have to be fabricated.
