Default catalytic converter

I was just curious would my Catalytic Converter make my jeep sputter if it was clogged up? iv changed fuel filters, gas tank has been dropped and etc... this is the last thing i can think of that might be causing the problem. sometimes when i start it i can just let it idle for about 3 mins and it will start to bog down on me. the rpms will go all the way down under 500 and then it will shoot up to 900-1000 rpm by its self as if its trying not to die and then it will be fine.

Might be your fuel pump, they have a spot on the rail to check your fuel pressure. I belive it should have a green cap on it. It might be the cats also.

My mom had the fuel pump replaced on it as soon as she bought it for me. This is my first car

Its indeed possible, however a bit unlikely. Is yours welded or clamped on?

If clamped pull it off for diagnosing.

Pull a O2 sensor out before the cat and see if it still doe's it.

Thats how I test for bad cats quickly.

where is it located exactly?

Look for a plug directly into the exhaust between the cat and the motor. It should be closer to the upward swing of the exaust, if that makes any sense.

If you pull the O2 sensor off an OBD2 Jeep it will throw a code and run horribly... If you unplug it, it will run fine but still throw a code. Just a heads up.
