Default buying 1996 cherokee sport - need advice

I am looking to buy a 96 cherokee sport with about 151k miles on it. It has 2" lift kit and I believe 30" tires. The seller has agreed to sell it for $1300. When I test drove it the steering and brakes felt hard. Is that normal for jeeps with the lift? I have driven cherokees before so I know how they feel like. Also there was a rattle coming from underneath the hood. The seller says its the exaust pipe. You can hear it when cranking or idling. When you press gas it goes away. Also I noticed a hard jerk when moving shifter from park to R or N to drive. Is that normal? Can some one give some advice ? Thanks.

The rattling could be the transmission, bu that all depends on what exactly it sounds like. Just a thought.
