I wouldn't put too much thought into when your XJ is considered "built"
If you have to put a meaning with it. I'd say you XJ is "built" when there's more tube and plate than factory metal. When it doesn't resemble anything XJ. When you realize it would've been better to start a tube buggy/crawler than make the frankenstein you created lol...

4.5+ inch lift
33"+ tires
lockers
bumper
roof rack
steering upgrades
That's all I would need to consider a Jeep built. 8.25 is already tough enough of an axle that swapping it doesn't make a whole lot of sense. But it never hurts to go stronger, and props to those that do.

-low gears
-lockers
-body protection (functional not asthetic)
-35" tires and bigger ( many with 33s are very capable)
or untile someone else comes up to you and tells you your jeep is built..
ie. stranger comes up to you in parking lot or on street and says "nice snorkel you must go through some deep **** with that" ...ect

Your Jeep is built when you consider it built, when it will do what you want it to do.
That could be an extensive list of modifications, or a 2" budget lift with 30" tall tires
and front and rear extraction points.
