I just made this decision, I went with the RE kit. I wanted full leaf packs and i think the IRO kit uses RC shocks or something like that. Look up the forum member Serioiusoffroad, he works for seriousoffroadproducts.com and has the best prices I could find on RE parts. I pieced mine together, got the superflex kit minus the quick discos(I'll make my own) and brake lines plus bilstein 5100 shocks for under $900 shipped. It just came in yesterday but I won't have time to put it on this weekend

The IRO kit doesn't come with lower control arms and 4" is pushing it without them. Plus, You can't beat Rubicons quality.
the RE doesnt even come with shocks i would have went with these one http://roughcountry.com/jeep_xj_4.html but with a full leaf pack for $680
