I have a 99 keep Cherokee xj with a 3 inch lift and new skyjacker shocks. Ik 31's are the max you can fit without fender cutting, so I'm wondering if I can fit 12.50 or if I have to get 10.50 I'll take any suggestion on what to use I.e. wheel spacers. Thanks

Both sizes will require the "Proper size of wheel" not a stock one for a 10.5" or a 12.5" tire you will need an 8" wide rim with 3.75-4" of BS on the wheel. Wheels are cheap for steel ones starting at $40 or so.
With a 31 to a 35" tire you need to trim the fenders to get full flex from your XJ or bump stop it to stop the travel. My 99 with a 3" lift was trimmed with 31x10:50's and it still rubbed a little flares removed so I trimmed a little more and went to 33x12:50x15"s.
The proper wheel is a key factor in any tire upgrade remember they have to be aired down for off road use.
