Or the 91 might not have the vacuum front axle shifter.
Try this:
Here's how the factory suggests you shift the transfer case and I've been doing this since these things were new and I worked at the dealership. Quoted from the owner's manual.
"To engage, shift the transfer case lever from 2H to 4H while the vehicle is moving at any legal speed". I let off the gas, throw the lever, and then tap the gas and let off.
4L position: " To engage, slow the vehicle to 2-3 MPH , shift the transmission to Neutral, then shift the transfer lever to the right and pull firmly rearward to 4L".

My 91 does not have the vacuum front axle. I do have to shift into neutral or sometimes up to park and the give it some gas in drive to get the transfer case to engage. It usually disengages on the fly.

Check your linkage for binding if it won't shift with the lever correctly. My 91 I had would bind frequently. Try shifting while rolling as posted above. I usually get moving forward about 10 mph then shift the transmission to N and engage the t-case then put the tranny back in gear.
