Warranty from a cheap chinese light isn't going to be worth anything unless you're up for paying to ship it back to China. When you buy an American light, or at least a light from a reputable manufacturer, what you're really buying is customer support that will make warranty service easy and close to free. IP68 is a good idea, but don't count on the ratings being more than a guess. Sealing is still a good idea if you want to prevent hassle down the road. Silicone is the way most seem to go. Some folks open it up, but I think you could do well enough sealing all the edges from the outside. You could use something like GE Silicone II from the hardware store, or something thinner like Loctite windshield chip repair if you want it to wick its way into cracks.
I still recommend buying the cheap chinese light, but only if you're willing to do some of the finishing touches yourself and don't expect warranty service unless the light is DOA.

My cheap Chinese lights were dealed to me through a California dealer, and 2 replacements were shipped to me free of charge without having to send my old one back until AFTER I received the new one. Best of all, they included a return label in the box.

Inexpensive chinese light bars on Amazon and Ebay often are chinese vendors that ship from China. Take that when they're talking about decent inexpensive chinese light bars.
Two of the vendors ship from China. There's one in California, but it's a new vendor without a single rating so far.
This has a couple established vendors that ship from California, so these should be better bets. I can't vouch for how good they are because I haven't dealt with them.
