Default 1994 Cherokee xj torque converter won't lock up

So I have a 1994 jeep Cherokee sport 4x4 and recently I've been having some transmission problems. First when my transmission is cold first gear won't shift unless I back off the gas a bit around 3000rpm and the rest of the gears shift fine. Once its nice and warm the transmission shifts fine period. Well today on my way to work my torque converter didn't want to fully lock. It'll engage a little. The atf is at the right level. What can be causing all my problems. What could cause the transmission not to shift when cold and what can be causing the torque converter from not locking up?

Just spent the last hour online on this thread. Very informative. Took a lot of notes. I better get at it, my torque converter not locking situation is waiting. Also other electrical issues that may be related to grounding. Thank you all very much.
