It's the bracket that mounts the sway bar end link to the top of the u bolts. Here's a pic of the ones I cleaned up from mine.

Quick question that little spray nozzle on the pb can has to come off in order for this to work correct?

Correct. Remove said nozzle from pb blaster. Don't throw it away though. They get lost easily, so you'll have a back up.
