To Lock, or not to Lock

Hey guys, my nephew told me about a little problem and i thought Id shoot it to you guys. He found this really nice 2000 Ranger XLT for a great price and it has everything he wants, except 4x4. So, to fix that, he wants to lift it a bit, put on some big good all terrains, and lock the rear....do you think this is a good option and will locking it make the truck considerably more able?
