Wiper Issue

I just scored , today, a 94 Cherokee XJ Country Edition. It needs a water pump which looks pretty easy and an A/C compressor.
My question it: The wiper function but when you shut them off the stop in the Vertical potions. The seller said it was because the owner he got it from did a mod to make them do that in the snow country, I don't think that is true so any help is appreciated

The only way I can see that happening is if he rewired the motor plug so it runs in reverse. If that's the case, you'll have to change it and reposition the wiper arms when the motor parks.
Try removing the arms, then rewiring the plug with the reverse polarity, cycle the motor to see if the shafts turn the right way, then put the arms back on when the motor stops in the park position. The motor is a permanent magnet motor and can run in either direction equally well, just like a window motor.
