I believe he means without the tow package itself. The factory tow package consists of a trailer hitch (of course), 3.73 axle gearing, an aux trans cooler, and a lighting package to convert the 6 light system to 4 lights on the trailer. U-Haul and others sell lighting conversion modules. Summit Racing and others sell aux trans coolers. With a light load and locking out O/D, you'd probably be alright towing with the standard 3.55 gearing. Just watch out for the "trans overheat" light on the dash. 3rd gear (O/D disabled) is direct 1:1 gearing.
