i recently totaled my 95 wrangler in head on so decided to try out 99 wj but have had nothing but issues overheating at a idle ,ive changed the w/p thermostat upper and lower hoses flushed heater core and blead air off and radiator cap ,i do have flow through radiator and electric fan is working ,i was told this year model also had a clutch fan is this true and if so where can i find one small enough to fit any help appriciated.

i know some of the 4.7 V8 had head gasket issues...
but i would say yes, the clutch fan or mechanical fan as you may know it is most likely shot.
with the motor hot and ignition off (key out for safety), try to spin the clutch fan. it should be stiff. if it spins somewhat easily, the clutch is shot and needs to be replaced.
you have a couple of options here, you can get a used replacement clutch and fan from the junkyard, or you can purchase just the clutch, either stock or heavy duty from a jobber like summit racing.

My '00 WJ only has an electric fan and it has never overheated (yet). With the A/C on, it should run continuously. If not, there's a problem with the control circuit. Without the A/C on, it should cut in at around 215* and turn off at about 195*
Note; if the fan has ever been replaced, make sure it's running in the right direction.
