Rear brakes squeeling, only 19,600 miles

Rear brakes squeeling, only 19,600 miles
Had the brakes looked at and getting the run around, local mechanic thinks the calipers are jamming and not moving correctly causing hot spots.

Are they squeeling as in worn out, or do they just make the high pitched squeel when applying the brakes. Brake noise can be from a number of things, Cheap pads, no shims on pads, bad surface or glaze on rotor(s) etc...
